The proposed amount, which is a big jump from the $19 billion allotted for the program’s first five years, will be spent for training health care workers, treating infected people and promoting safe sex education around the world. The government program in response to the out-of-control AIDS epidemic also emphasizes the importance of abstinence until marriage, fidelity in marriage and the use of condoms.

In this global program, however, not only is the male condom being highlighted. Access to the female condom is also being pushed by the Center for Health and Gender Equity (CHANGE) organization. In fact, the group has come up with a new report entitled “Saving Lives Now: Female Condoms and the Role of U.S. Foreign Aid that details the investment made by the federal government in the procurement, distribution and programming of female condoms. Studies have shown that the female condoms when used properly can serve the same dual protection as that the male condom.

Pregnancy rate

While the condom can prevent the transmission of infectious diseases related to sex, it is also a vital tool in preventing pregnancy. With the world population at 6.7 billion as of May 2008 and is expected to reach almost 9 billion by the year 2050, it is highly critical that married people notably in densely populated countries use family planning methods.

Apart from married couples, teenagers who are discovering sex and becoming sexually active should also be made aware of the adverse effects of early pregnancy. This is where sex education proves critical.

Female teens under the age of 18 face a high risk pregnancy as well as complications in birth and postpartum. Complications include hypertension, anemia, eclampsia and hard labor and childbirth. The United Nations Department of Economic and Social Affairs (UNDESCA) foresees the rate of teenage pregnancy to be at 52.9 pregnancies for every 1,000 female adolescents.
